Assessments

Independently re-verified. (a) SOURCES ARE REAL AND LIVE. michaelbennet.com/priorities/economy loads and the campaign is explicitly for Governor of Colorado; the verbatim text is 'He will establish a new Local Capital Fund that allocates capital to local financial institutions, including Community Development Financial Institutions (CDFIs), to deploy in their communities.' (The prior rating rendered this as 'Michael will establish...' — a minor misquote, corrected here; the surrounding paragraph does begin 'Michael will work to make financing more available...'.) The Colorado Sun and Colorado Politics articles both load and both confirm Weiser defeated Bennet in the June 30, 2026 Democratic gubernatorial primary; Colorado Politics states 'Weiser led Bennet 55% to 45% just before 8 p.m., when the Associated Press declared Weiser had clinched it,' and the Sun notes 'The Associated Press called the race for Weiser at 7:55 p.m., when Weiser was leading Bennet by 10 percentage points.' The prior rating's precise '56.9% to 43.1%' figure could not be independently confirmed from these two sources, so it is dropped; the underlying fact (Bennet lost) is solidly sourced twice over. (b) OUTCOME IS CORRECT AND PARTY-NEUTRAL. The pledge is a forward-looking, executive gubernatorial action — creating a NEW Colorado state fund that seeds local financial institutions and CDFIs. Bennet never obtained the office, and a sitting U.S. senator has no authority to create a Colorado state capital fund, so he had no genuine opportunity to act rather than declining to act. This distinguishes NO_OPPORTUNITY from IGNORED. I checked the Senate-side angle for any ATTEMPTED-level federal action on CDFI/capital access and found nothing on record supporting it; regardless, federal CDFI appropriations would not be 'a new Local Capital Fund' for Colorado, so it would not change the label. (c) FAIRNESS TEST. A Republican gubernatorial candidate whose platform plank died because they lost their own primary would get the same label under this standard. NO_OPPORTUNITY scores 0 — no credit and no penalty — so this is not leniency toward the candidate; it is the neutral factual record. Rating stands.
