Adversarial re-check confirms the prior rating. The promise is expressly conditioned on holding an office Blackburn does not hold ("As governor... work with the state legislature"). Independently verified: Wikipedia's 2026 Tennessee gubernatorial election article confirms the primary is August 6, 2026 and the general election November 3, 2026, that incumbent Bill Lee is term-limited, and that Blackburn is a declared Republican candidate still serving as U.S. senator. As of this review (July 2026) no election has occurred, so she has had no chance to work with the Tennessee General Assembly as governor. Verified the tn.gov release directly: the one concrete implementation/expansion action to date -- the May 7, 2026 law expanding the Education Freedom Scholarship Program to 35,000 students for 2026-27 -- was signed by Gov. Lee, who credited "the General Assembly's partnership," not Blackburn; she held no formal role in a state enactment as a federal officeholder.
