Independently verified. Blumenthal LED the response, not merely supported it: as chair of the Senate Commerce Subcommittee on Consumer Protection he personally convened and ran the Oct. 5, 2021 hearing 'Protecting Kids Online: Testimony from a Facebook Whistleblower' with Frances Haugen (confirmed directly on commerce.senate.gov), then served as lead co-sponsor (with Marsha Blackburn) of the Kids Online Safety Act as the flagship legislative response, driving it to a 91-3 Senate passage on July 30, 2024, and reintroducing it in 2025. It falls short of FULL only because the House refused to bring it to a floor vote, so reform legislation was actively championed but never enacted. Adversarial fairness: an identical record by a Republican (e.g. Blackburn, who shares it) would earn the same CHAMPIONED label; the outcome is symmetric across parties. The prior rating's two Senate primary sources and the CT News Junkie secondary source were all corroborated verbatim in independent searches; only the specific congress.gov event URL was not directly loaded, so it is replaced here with the directly-verified commerce.senate.gov hearing page.
