Both cited sources are reachable and both quotes appear VERBATIM. The PRIMARY Senate Agriculture Committee press release confirms Boozman was Ranking Member, that he "secured" and "led calls for" the $10B economic assistance, and that no new farm bill passed ("the Senate failed to even consider a new Farm Bill this year"). The REPUTABLE_SECONDARY Iowa State CALT source confirms the Dec 21, 2024 American Relief Act (P.L. 118-158) EXTENDED the farm bill (second extension in two years) rather than enacting a new one, and delivered $20B disaster aid + $10B economic assistance. The promise had two prongs: pass a (new) farm bill by end of 2024, and provide support to keep struggling farmers in business. Prong 1 was not met (only an extension); prong 2 was met before year-end ($10B economic assistance).
