Senate roll call #306 confirms S.J.Res. 24 (disapproval of EPA carbon guidelines for EXISTING power plants) passed 52-46 with Capito voting Yea; roll call #307 confirms the companion S.J.Res. 23 (new-source rule) passed 52-46, Capito Yea. The Obama veto memorandum verifies the distinctive quoted phrase "This resolution would nullify the Clean Power Plan, the first national standards to address climate-destabilizing greenhouse gas pollution from existing power plants" and "I am withholding my approval of this resolution." Capito's own press release confirms the resolutions went to the president's desk and identifies her as a sponsor (with Heitkamp). Together these document that Capito co-sponsored and led Senate-passed legislation opposing EPA carbon regulations on coal-fired power plants — meeting and exceeding "work to pass in the Senate legislation opposing federal coal regulations," which supports CHAMPIONED (leadership beyond a mere vote; the ultimate veto is outside the promised scope of Senate passage).
