All three press-release sources cited by the prior rater are real and live, and each supports the claim: Cassidy's own office (March 14, 2019) announcing he introduced the College Transparency Act with Warren, Scott and Whitehouse plus 11 cosponsors; Cassidy's office (February 4, 2022) announcing House passage of 'his College Transparency Act' 238-193; and the Senate HELP Committee (July 29, 2025) announcing that Chair Cassidy and Warren reintroduced it with bipartisan House companions. The prior rater's congress.gov text link could not be machine-fetched (403), so it is replaced here with GovInfo, which independently confirms S.2511, 119th Congress, 'To establish a postsecondary student data system,' sponsored by Cassidy, introduced July 29, 2025 with 21+ bipartisan cosponsors and referred to HELP. The congressional action record shows exactly one action -- the July 29, 2025 referral -- so the bill has not been reported, has not passed the Senate, and has not become law; no postsecondary student data system exists, and Cassidy's newsroom shows no CTA enactment through mid-July 2026. So the promised data on graduation, employment and borrowing is not yet in students' hands. Applying the same standard to either party: repeatedly originating and leading a bill across four Congresses (2019, 2021, 2023, 2025), driving a House-passed companion, and reintroducing it as committee chair is far beyond a single supporting vote, but the effort did not land -- that is precisely CHAMPIONED (+0.75), not FULL (nothing delivered to students) and not PARTIAL (no portion of the data system enacted).
