Fully KeptFact-checker reviewConfidence: 85%

The cited PRIMARY source (Cassidy's own Senate office) is reachable and the exact quote appears verbatim. It documents Cassidy honoring this commitment: on April 19, 2023 he voted to block the VA interim rule providing taxpayer-funded abortions, and he had introduced the bicameral Congressional Review Act joint resolution of disapproval (Feb 2023) to nullify it, citing the Veterans Health Care Act of 1992's prohibition on VA abortion services. This concretely supports the "oppose... use federal tax dollars to fund it" half of the disjunctive promise. FULL does not overstate — the evidence actually shows leadership (he authored/introduced the resolution), so the rating is conservative rather than inflated. The rationale's wording "consistently... and abortion expansion" is slightly broader than this single source proves (it covers funding, not expansion legislation), but the funding half is squarely documented, which is sufficient to uphold the commitment as FULL.
