All four cited sources are reachable and each substantiates the CHAMPIONED rating, which turns on Hoeven LEADING rather than merely supporting both halves of the promise. FARM BILL: Senate Roll Call Vote No. 21 (Feb 4, 2014, H.R. 2642) confirms verbatim on the official Senate page that the conference report was "Conference Report Agreed to," 68 Yea / 32 Nay, with Hoeven voting Yea. Wikipedia's Agricultural Act of 2014 page independently confirms the 68-32 vote on Feb 4, 2014, signing into law Feb 7, 2014, and lists exactly twelve Senate conferees INCLUDING Hoeven (Stabenow, Leahy, Harkin, Baucus, Brown, Klobuchar, Bennet, Cochran, Chambliss, Roberts, Boozman, Hoeven) — establishing his conference-committee leadership role in reconciling the enacted bill.
