ENERGY prong (reduce federal restrictions on producers): Source 1 (Hoeven office, May 4 2023) confirms he sponsored three deregulation bills folded into H.R. 1 (Lower Energy Costs Act) — the BLM Mineral Spacing Act ("remove duplicative BLM permitting regulations"), the North American Energy Act ("prevent unnecessary delays for important cross-border energy projects"), and the Promoting Interagency Coordination for Review of Natural Gas Projects Act — pressing permitting reform to unlock energy potential and lower consumer prices. Both embedded fragments in the cited quote are verbatim; the surrounding sentence is a composite description, not a fabricated verbatim quote. This is post-promise (promise 2022-08-12) leadership/authoring action, though the comprehensive package stalled in the Senate and was not enacted. FARMERS prong (support to bring down food prices): Source 2 (Hoeven office, July 2 2025) verbatim-confirms enacted OBBB provisions — ARC/PLC reference prices +10-20%, premium support +3-5%, SCO raised 86%→90%.
