The two PRIMARY Hoeven press releases document genuine legislative leadership beyond a mere vote: source 1's exact quote is present verbatim and the page shows self-attributed active advocacy ("I've worked to secure funding to modernize our nuclear forces," "We've built Grand Forks into a leading hub for unmanned aerial systems," secured $55M for the Twining School); source 4 confirms he "successfully included provisions in the FY 2026 Milcon-VA funding bill... directing the Air Force to prioritize and fund security enhancements at Minot AFB's Weapons Storage Area, and develop a... construction timeline for Sentinel launch facilities" — inserting provisions from his Appropriations subcommittee seat is authoring/leading, the core of CHAMPIONED. The two SECONDARY outlets (Grand Forks Herald, KFGO) corroborate with the exact/near-exact quotes, though in softer "helped secure"/collective-"we" language.
