(1) DTN/Progressive Farmer (12/6/2022): the quote 'Hoeven led the Senate Appropriations Committee to including funding this year to establish the cattle contract library as a pilot project' appears VERBATIM. This is independent secondary reporting that explicitly uses 'led,' satisfying the CHAMPIONED leadership bar (authored/led, not a mere vote or statement of support). (2) Hoeven Senate release dated 1/31/2023: the quote appears verbatim as a truthful substring of the fuller sentence ('...securing a better price for their high-quality products'), and the page states Hoeven, as lead Republican on Senate Agriculture Appropriations, 'secured the legislation establishing the cattle contract library as a pilot program.' Primary but corroborated by the independent DTN reporting. (3) USDA AMS 'USDA Continues the Cattle Contracts Library Pilot Program' returned HTTP 403 to WebFetch (bot protection), but WebSearch independently confirmed the page is real and live with that exact title; it corroborates program continuation and confirms the pilot was directed by the Consolidated Appropriations Act of 2022 — the appropriations vehicle Hoeven led.
