The promise (2024-02-07) was to keep working across party lines on legislation to secure the southern border and close "legal loopholes," made as his co-authored bipartisan supplemental collapsed. Under the 2025 Republican trifecta, border policy moved via executive action and partisan reconciliation rather than the bipartisan legislation he championed. Net: he did part of what he promised (advocacy and stated intent) but the bipartisan-legislation component produced no new action and included a no-vote on the one post-promise bipartisan floor vote — PARTIAL, not FULL or CHAMPIONED. Not MISALIGNED/HOSTILE because his stated rationale was seeking genuine bipartisan lawmaking over a messaging vote; not UNRATABLE because ~1.5 years of clear outcome evidence exists.
