Roger Wicker (R-MS), introduced 2023-01-25, and Lankford was one of ~47 COSPONSORS, not the lead. Lankford's own office confirms he "joined Senator Roger Wicker...along with 45 other Senators, to introduce" the bill. BillTrack50 confirms Wicker as prime sponsor (asterisk), Lankford as a cosponsor, and status "Dead 01/03/2025." The bill never received a vote and died at the close of the 118th Congress; the Hyde Amendment was NOT made permanent and remains an annual appropriations rider. The promised OUTCOME was therefore not achieved. He genuinely supported and cosponsored the effort, which failed through normal legislative process (Democratic-controlled Senate, stalled in Finance Committee) — that fits ATTEMPTED.
