The load-bearing PRIMARY source (Lankford's official Senate press release) is fully reachable and directly supports the promise: Lankford co-introduced the National Adoption and Foster Care Home Study Act on 2019-06-19 with Gillibrand, Huffman, and Bacon; it describes both the national standard and the National Home Study Database; and the cited quote appears VERBATIM. The two other cited URLs (GovTrack S.1912, Congress.gov S.2167) returned HTTP 403 to my fetcher, but these are bot-blocks on live, legitimate sites, and I independently corroborated their content via search: S.1912 introduced 2019-06-19 by Gillibrand for herself and Lankford; S.2167 title confirmed verbatim; three-Congress repeat co-introduction (S.684/2017, S.1912/2019, S.2167/2021) confirmed, none enacted. CHAMPIONED does not overstate — sustained co-introduction is verified and the failed goal is correctly acknowledged. Held at 0.7 because two cited URLs were confirmed only indirectly.
