S.J.Res.14 (118th Congress), confirmed via congress.gov and the govinfo.gov bill text, was sponsored by 'LEE (for himself and Mr. GRASSLEY),' introduced Feb 16, 2023, and referred to the Judiciary Committee; it requires an annually balanced federal budget, an 18%-of-GDP/GNP spending cap, and supermajorities to raise taxes or the debt limit. Lee's own Senate press release (fetched live, HTTP 200) contains the exact promise framing: eliminating deficits and reducing the national debt 'starts with the balanced budget amendment.' Lee is the sponsor of record and has repeatedly introduced the amendment (2011 with Hatch, 2017, 2021, 2023) — actively leading/driving the effort well beyond a single supporting vote, which is squarely CHAMPIONED. It stalled in committee with no floor vote and, as a constitutional amendment needing two-thirds of both chambers plus 38 states, was never enacted, so the record is leadership short of fulfillment (not FULL). Fairness check: an opposite-party member with this identical authoring/leading-but-not-enacting record would earn the same CHAMPIONED label; no partisan leniency or harshness found.
