Mike Lee authored and lead-sponsored the HOUSES Act to open small tracts of BLM/federal land for sale to states and localities for housing, and pushed it repeatedly — genuine leadership, not a single vote. But the promised outcome (land actually made available for sale) was never delivered because every legislative vehicle failed within the ordinary process: the HOUSES Act of 2022 (S.4062) did not advance; the HOUSES Act of 2023 (S.3117) was read twice and referred to the Committee on Energy and Natural Resources on Oct 24, 2023 and died there without passing out of committee; and in June 2025 Lee's mandatory federal-land-sale provision in the budget reconciliation bill was withdrawn after the Senate parliamentarian ruled it violated chamber rules and public opposition mounted. Because he genuinely and repeatedly tried but the effort failed within the normal legislative process — rather than the promise being fulfilled — this rates ATTEMPTED, not CHAMPIONED (which would require substantial success under his leadership) and not IGNORED/ABSTAINED (he clearly pursued it).
