Both cited sources are reachable and verified. PRIMARY (Senate roll call vote 117-2-10 on H.R. 5746, the vehicle carrying the Freedom to Vote: John R. Lewis Act): the vote question text "On the Decision of the Chair (Shall the Decision of the Chair stand as the Judgement of the Senate)" is confirmed verbatim; tally 52 Yea / 48 Nay, Decision of Chair Sustained; Markey voted Nay, i.e., to overturn the chair's 60-vote ruling and establish the talking-filibuster carve-out. The rules change failed only because Manchin and Sinema joined all Republicans; every other Democrat, including Markey, voted to change the rules.
