Independently verified. Todd Young is a named bipartisan lead of the Neighborhood Homes Investment Act, not a mere supporting voter. In the 118th Congress he was a lead original cosponsor of S.657 (formal sponsor of record was Sen. Cardin; Young was one of 4 original cosponsors and co-led its introduction, per his own office's 'Young, Cardin Introduce Legislation' press release, March 2023). In the 119th Congress he reintroduced it as S.1686 with Sen. Warner (May 8, 2025), again issuing driving press releases ('Young, Warner Introduce Legislation'). He has served as the Republican face of this bill across two consecutive Congresses. However, the bill has never been enacted (not passed as of mid-2026; advocates continued urging its inclusion in tax/reconciliation legislation in 2025), so this is active championing of an unfulfilled promise rather than FULL. Fairness check: a senator of either party serving as the multi-Congress bipartisan lead, driving the bill via personal press releases but not securing enactment, would receive CHAMPIONED under the same standard. CHAMPIONED (+0.75) is correct; FULL is wrong (not enacted) and ATTEMPTED would understate his leading role. The minor imprecision in the prior rating (describing the 118th-Congress role as 'co-introduced' when Cardin was the technical sponsor of record) does not change the outcome, since Young's cross-Congress lead role clearly clears the CHAMPIONED bar.
