The promise verb is "work to repeal" — an effort/advocacy promise, which Daines fully delivered. In the July 2017 ACA-repeal fight he voted Yea on every repeal vehicle: the "clean repeal" Obamacare Repeal Reconciliation Act (Senate Vote 169, S.Amdt. 271 to H.R. 1628, rejected 45-55) and the "skinny repeal" Health Care Freedom Act (Senate Vote 179, S.Amdt. 667 to H.R. 1628, rejected 49-51). After the effort collapsed he issued a press release ("Daines Blasts Failure to Repeal Obamacare") reaffirming that Montanans "want Obamacare to be repealed and replaced," and continued to back repeal even without a replacement. A single senator cannot repeal a law unilaterally; the effort died by one vote, outside his control. Because he did exactly what he promised — work to repeal via repeated affirmative votes and public advocacy — this is FULL, not ATTEMPTED. It is not CHAMPIONED: he consistently supported and voted for repeal but did not author or lead the drive, which belonged to Senate leadership.
