Kennedy (R-LA) promised to replace Obamacare with an alternative system. The two PRIMARY Senate roll-call sources verify exactly: on Roll Call 115-1-169 (S.Amdt. 271 to H.R. 1628, the Obamacare Repeal Reconciliation Act amendment, July 26, 2017, rejected 45-55) the record shows "Kennedy (R-LA), Yea"; on Roll Call 115-1-179 (S.Amdt. 667 to H.R. 1628, the "skinny repeal"/Health Care Freedom Act, July 28, 2017, rejected 49-51) the record shows "Kennedy (R-LA), Yea". The CNBC secondary source is a live article whose headline ("Senate blocks 'skinny' Obamacare repeal bill in dramatic late-night vote") is confirmed verbatim and which documents the 49-51 failure after the McCain/Collins/Murkowski defections (direct WebFetch returned a 403 bot-block, but the article is reachable and its content confirmed via CNBC-domain search). Outcome is ATTEMPTED: Kennedy consistently voted FOR his stated goal but no alternative system was enacted and the ACA remains law, the effort dying through ordinary legislative process. Not FULL/PARTIAL (nothing replacing the ACA passed). Not CHAMPIONED (he was a supporting vote, not author/sponsor/floor-leader of the replacement bills). Not MISALIGNED/HOSTILE (his votes aligned with the promise). The rationale's uncited "keep my promise" quotation is narrative color and not part of the verified source set, so it does not affect the rating.
