Booker acted on the promise but only partly delivered. He introduced the comprehensive Next Step Act (S.697) on 2019-03-08; as a minority-party senator it was read twice, referred to the Judiciary Committee, drew zero cosponsors, and never got a hearing, markup, or vote, dying with the 116th Congress and not reintroduced as an omnibus. That alone would read as ATTEMPTED. However, a named component of the Next Step Act's reentry agenda — the Fair Chance Act ("ban the box"), which Booker co-led — was enacted into law on 2019-12-20 as part of the FY2020 NDAA. Because a named component reform became law while the comprehensive bill stalled and was abandoned, PARTIAL best captures the outcome — more than a failed attempt, well short of enacting the promised comprehensive package. Confidence is moderate given the interpretive question of how much credit a component win earns toward an omnibus promise; a stricter reading of just S.697 would land at ATTEMPTED/NO_OPPORTUNITY.
