Verified both PRIMARY sources by WebFetch; both are reachable and support the outcome. This is an advocacy/position promise ("called for" a real pathway to citizenship for DREAMers, TPS recipients, and essential workers). On Feb 18, 2021, Hickenlooper joined the coalition as an original cosponsor of the U.S. Citizenship Act of 2021 — the flagship bill creating an expedited citizenship pathway for exactly these three groups — and issued an official statement endorsing "a much-needed, fair path to citizenship." That is precisely what the promise says he would do, so FULL is correct. Not CHAMPIONED: he was one of many cosponsors, not the lead author/driver (Sens. Menendez/Padilla led the legislation). The bill never becoming law does not affect a "called for" promise. Quote verification: Source 1's quote appears verbatim on Hickenlooper's own Senate press release. Source 2's title is exact; its pathway text is substantively accurate — the page lists "Deferred Action for Childhood Arrivals (DACA) recipients, Temporary Protective Status (TPS) recipients, and essential workers" (DACA recipients are the Dreamers), so the "Dreamers" substitution in the rating's quote does not misrepresent the source.
