The three-prong promise (build on the ACA, ensure universal coverage, lower health care costs) is delivered in part but not achieved. As a first-term minority-party senator (in office since Jan. 2025), Alsobrooks has taken concrete, verifiable legislative action directly on-topic but secured no enacted outcome. Build on the ACA: she introduced the Healthy MOM Act, which expands ACA-marketplace access by establishing a special enrollment period for expectant mothers (referred to committee, not enacted). Expand coverage / lower costs: she introduced the Medicare and Medicaid Dental, Vision, and Hearing Benefit Act to add coverage and cut out-of-pocket costs (in committee, not enacted), and she supported extending enhanced ACA premium tax credits (that vehicle failed). Universal coverage is not achieved and no cost-reduction law she backed is enacted. Not CHAMPIONED: she authored/introduced these bills (real leadership on sub-topics) but drove no marquee ACA-expansion or cost-reduction win to enactment, so an above-FULL rating would overstate. Not ATTEMPTED-only: multiple concrete, ongoing efforts constitute partial progress rather than mere failed tries. PARTIAL is the correct, appropriately modest rating.
