(1) Senate Roll Call #372 confirms Ricketts voted Yea on H.R.1 (the reconciliation bill enacted July 4, 2025 as OBBBA) on July 1, 2025 — a real, enacted expansion of domestic energy production, but as one supporting vote among ~50 with a VP tiebreak, not as author/driver (correctly NOT CHAMPIONED). (2) The Bipartisan Policy Center explainer confirms the OBBBA energy provisions verbatim ("Requires at least 30 offshore oil and gas lease sales in the Gulf of America over 15 years"), reinstated quarterly onshore lease sales, and pre-IRA royalty reversion — and notably contains NO discussion of consumer energy costs, corroborating that the "cut energy costs" half of the promise is unestablished.
