Adversarial re-check confirms the prior rating on primary sources. (1) END FENTANYL Act, S.206 (118th Congress): Congress.gov's all-info page lists 'Sponsor: Sen. Scott, Rick [R-FL] (Introduced 02/01/2023)' with 'Sen. Rosen, Jacky [D-NV]* 02/01/2023' among only five cosponsors (the asterisk denotes an ORIGINAL cosponsor), and 'Latest Action: 03/18/2024 Became Public Law No: 118-43.' GovInfo independently confirms PLAW-118publ43 = S.206, approved March 18, 2024, requiring the CBP Commissioner to regularly review and update port-of-entry inspection policies and manuals. Rosen's own office confirms the signing. So half the promise was delivered — and delivered all the way into law. (2) Stop Fentanyl at the Border Act, S.3591 (118th Congress): Congress.gov shows 'Sponsor: Sen. Casey, Robert P., Jr. [D-PA] (Introduced 01/16/2024)' with 'Sen. Rosen, Jacky [D-NV]* 01/16/2024' as an original cosponsor, and a single lifetime action — 'Senate - 01/16/2024 Read twice and referred to the Committee on Homeland Security and Governmental Affairs.' It died in committee with no markup, no report, no floor action. I independently tested the prior researcher's 'no reintroduction' claim with a GovInfo full-text bill search for the exact title across all Congresses: only two results exist (BILLS-118s3591is and BILLS-118hr8992ih), both 118th Congress — there is no 119th-Congress reintroduction. Fairness/symmetry check: Rosen was an original cosponsor, not the lead sponsor, on BOTH bills, so CHAMPIONED (+0.75, reserved for actively leading/driving an effort) overstates her role; conversely one of the two named bills is now federal law, so ATTEMPTED (+0.25) or IGNORED understates it, and FULL is unavailable because the second bill never advanced one inch. A Republican senator with an identical record — original cosponsor of two named bills, one enacted, one dead on referral — would get PARTIAL under this same standard. PARTIAL (+0.5, 'kept some but not all of it') is the correct label. All three prior sources were checked and are real and live (congress.gov returns HTTP 200 and the quoted status lines match verbatim); a fourth independent PRIMARY source (GovInfo) is added.
