Both cited PRIMARY .gov sources were fetched and verified. Budd's own Senate press release ("Budd Sponsors Balanced Budget Amendment," dated Feb 10, 2023) contains the quoted statement verbatim and documents that he cosponsored the constitutional Balanced Budget Amendment introduced by Sen. Cindy Hyde-Smith. Hyde-Smith's release confirms the measure is S.J.Res.13 (118th Cong., Feb 10, 2023) and lists "Ted Budd (R-N.C.)" among the original cosponsors; the rating's quoted cosponsor fragment matches the source (ellipses omit intervening names, but every retained portion is exact, including "Ted Budd (R-N.C.)"). The promise's committed deliverable was to sponsor a Balanced Budget Amendment requiring the President and Congress to balance the budget annually, and Budd did exactly that as an original cosponsor. FULL is correct rather than CHAMPIONED because the sources show cosponsorship among ~23 senators with no evidence of authorship or leadership of the effort.
