(1) Budd is a named cosponsor of the SBA Disaster Transparency Act in both Congresses: S.5357 (118th, Tim Scott sponsor, introduced 11/20/2024 - GPO introduced text lists 'Mr. Tillis, Mrs. Blackburn, and Mr. Budd'), and S.371 (119th, introduced 02/03/2025 - GPO text lists 'Mr. Schiff, Mr. Budd, Mrs. Blackburn, and Mr. Scott of Florida'). S.371 requires SBA to publish on its website the disaster-assistance reports under sec. 12091(a),(b),(c),(e) of the 2008 Act, matching the promise's public-release objective. (2) Budd went beyond cosponsorship: he is the LEAD SPONSOR of S.300, the Disaster Loan Accountability and Reform Act (introduced 01/29/2025), whose Sec. 4 mandates monthly SBA reports on loans approved/outstanding, the date funding hits 10 percent of appropriation, depletion dates, subsidy rates, and changes to assumptions, with a travel-funds penalty for non-compliance.
