Both cited sources are reachable and both quotes appear verbatim. The Senate roll call (vote_118_2_00242) documents the Sept 17, 2024 cloture motion on S. 4445 (IVF/fertility-treatment protection), 51-44-5, cloture REJECTED for want of 60 votes, with Fetterman recorded "Yea" — corroborating that he voted to advance protective legislation that Republicans filibustered. The Wikipedia Respect for Marriage Act page confirms the Senate passed same-sex-marriage protection 61-36 on Nov 29, 2022 and it was signed Dec 13, 2022 — both before Fetterman was seated Jan 3, 2023, so he never cast a "51st vote" on it. These support the PARTIAL determination: Fetterman voted/acted consistently with the promise on the occasions that arose (IVF cloture Yea; co-sponsorships of WHPA, Raise the Wage Act, and PRO Act are asserted in the rationale though not in these two particular sources), but none of the promised bundle of foundational legislation was enacted by his vote, and the marquee marriage bill passed before he arrived. The outcome (did part of what was promised) does not overstate the cited evidence, which shows support-on-what-came-up without passage. ATTEMPTED is a defensible alternative since the failures trace to the filibuster and divided government, hence moderate confidence — but PARTIAL is well within the evidence.
