(2) The Hagerty press release is reachable and contains the cited quote verbatim, confirming he introduced the bill himself. (3) Fox News is reachable and contains the cited lede verbatim and names Hagerty. LEADERSHIP test for CHAMPIONED is met: he is the sole sponsor/author (0 cosponsors = his own initiative), not merely a voter or co-sponsor, and he amplified it via an official press release and public promotion — authorship plus championing, so CHAMPIONED holds rather than FULL/PARTIAL.
