The CHAMPIONED bar (sponsored/authored/led) is met by documented, sourced leadership: (1) Justice LED HB 2526 as Governor — the largest tax cut in WV history, an enacted outcome returning ~$750M via a 21.25% income-tax cut, full car-tax rebate, and 50% small-business machinery/inventory property-tax rebate, directly serving the middle-class and small-business prongs (verified via WOWK); and (2) he is a named co-sponsor/co-introducer of the bipartisan One Stop Shop for Small Business Licensing Act in the Senate (verified via Rosen's release). The business-summit release is rhetorical/supporting.
