All three cited sources are reachable and each supports the CHAMPIONED outcome; every cited quote appears verbatim. Real leadership is confirmed for two of the promise's three prongs: (1) Energy independence — the Senate press release documents that Justice, a member of the Energy & Natural Resources Committee, authored and introduced/led the Energy Choice Act of 2025, and his official issues page centers "true American energy dominance." (2) Domestic manufacturing/supply chains — E&E News/Politico confirms Justice "played a pivotal role" and "helped lead" adding the metallurgical-coal provision (a 45X advanced-manufacturing production credit) to the One Big Beautiful Bill Act, which was ENACTED; Capito's office states he "led this effort." The E&E article does note Justice called himself "one of multiple people pushing," a mild qualifier, but the leadership attribution plus the enacted outcome hold. The fair-trade prong is weak and rests on statements applauding tariffs rather than led legislation, which the rationale transparently concedes. Two prongs with documented leadership (one enacted into law) meet the CHAMPIONED bar; confidence 0.7 is appropriate given the ~18-month federal tenure, the Energy Choice Act being introduced but not enacted, and the soft trade prong.
