Both cited sources are reachable and both quoted passages appear VERBATIM. The KY3/AP article (dated April 10, 2023) confirms Sanders "signed into law a measure cutting individual and corporate income taxes in Arkansas by $124 million a year" — the bill "she and legislative leaders backed" that cut the top individual rate from 4.9% to 4.7% and the top corporate rate from 5.3% to 5.1%. The Arkansas Policy Foundation source independently confirms the same 2023 rate cuts.
