Independently verified. Green actively LED and drove this: he made the $100M Climate Impact Fund his signature 2023 gubernatorial request, put it in his executive budget, publicly championed it (State of the State, Jan 2023 rollout), and secured a formal Feb 16, 2023 vote of support from the Climate Change Mitigation and Adaptation Commission. The enabling bill (SB1350), which would deposit $100M into a Climate Impact Special Fund and appropriate $80M for the Commission, did NOT pass; the associated $50 visitor-fee funding mechanism died in the final hours of the 2023 session. Instead the 2023 budget directed $100M to the Hawaii Green Infrastructure Authority for solar/battery systems for low-income households (a different entity, not a Commission-steered fund). This is textbook CHAMPIONED (led/drove but not enacted in promised form) rather than PARTIAL (the Commission-steered structure never materialized) or ATTEMPTED (he originated and drove it, not a lone vote). Applied nonpartisan standard: a same-record politician of either party would earn CHAMPIONED. All three cited sources checked live and support the outcome.
