As Governor, Healey made MassReconnect her own signature initiative rather than merely supporting it: she proposed/announced it ahead of the FY24 budget, included $20 million to create it in her first budget, signed that FY2024 budget into law (Aug 9, 2023), and personally launched the program, awarding $100,000 to each of the 15 community colleges. The program delivers exactly what was promised — free community college (tuition, fees, books/supplies) for Massachusetts residents 25+ without a prior degree.
