Healey delivered the substantive deliverable: she created and filled a first-ever MassDOT Chief Safety Officer position, appointing veteran transit official Patrick Lavin (former WMATA and NYC Transit safety official; contributor to the 2019 MBTA safety review) with explicit oversight of MBTA safety plus all transportation modes (rail, bus, commuter rail, paratransit, highway). However, in her inaugural address she pledged to create and fill this position within her first 60 days and instead announced Lavin on her 110th day (April 24, 2023) — missing the self-imposed deadline by roughly 50 days, nearly double the promised window.
