Kotek fully executed the named mechanical deliverables: she signed Executive Order 23-04 on her first full day in office (Jan 2023), set the 36,000-units/year goal (an ~80% increase over prior trends), and stood up the 25-member Housing Production Advisory Council, which delivered recommendations. She has continued to lead/drive the effort as a signature priority (launched the Housing Accountability and Production Office in July 2025, pushed state-owned land for housing, signed 2025 housing-supply bills, and financed/opened ~13,821 units with state support). However, the underlying production goal — the promise's stated purpose ('to reach it') — is far from met: Oregon is on track for ~11,184 units in 2025, about 31% of goal, with residential permits declining since 2023.
