The promise maps almost word-for-word onto HB 3031 (2025), whose Section 2(1)(a) authorizes financial assistance for 'the development or improvement of transportation, water, wastewater or stormwater infrastructure ... linked to a specified proposed housing development.' The enrolled bill header confirms it was 'Presession filed (at the request of Governor Tina Kotek for Oregon Business Development Department)' — i.e., Kotek originated it, not merely supported it. The enrolled text's signature page shows 'Passed by House June 26, 2025' and 'Passed by Senate June 27, 2025'; OLIS shows Chapter 497, effective July 1, 2025.
