(1) The Jan 16, 2025 Oregon Governor's Newsroom release contains the promise language verbatim — Kotek naming "a transportation package that fully funds the operations and maintenance of Oregon's transportation system" as a 2025 legislative priority. (2) The special-session release contains its cited quote verbatim and documents Kotek calling a special session (reconvening Aug 29, 2025) specifically to pass funding for road maintenance and ODOT operations, and postponing ODOT layoffs — executive leadership driving the priority, not a passive vote. (3) KPTV (Nov 10, 2025) contains its cited quote verbatim, attributed to Kotek, and confirms she signed HB 3991 into law, filling a ~$300M gap, preventing cuts to ODOT maintenance/operations, and halting layoffs. Leadership beyond a vote is confirmed: Kotek set the priority, convened a special session for it, and signed the enacting bill.
