PRIMARY source (gov.texas.gov, Dec 18, 2021) documents Abbott originating and driving the effort: authorizing a $250M transfer, signing $3B in funding, directing the Texas Facilities Commission, and breaking ground in Rio Grande City — leadership well beyond a single act. The cited quote is a legitimate ellipsis of a verbatim statement; both the opening ("In June, I promised Texans that we would step up in the federal government's absence and build our own border wall") and closing ("construction of the Texas border wall is now underway") fragments appear exactly as quoted.
