Independently re-verified both cited sources by direct fetch; both are real, live, and support the outcome. Padilla is the lead sponsor/author of the Veteran Deportation Prevention and Reform Act (announced Nov. 10, 2021 as chair of the Senate Judiciary Subcommittee on Immigration), a bill written specifically to prevent deportation of noncitizen veterans, create pathways to citizenship, establish a program for previously deported veterans to return as lawful permanent residents, and direct DHS to reopen removal cases. He also served as the Senate's lead sponsor of the House-passed (220-208, Dec. 2022) Veteran Service Recognition Act. He drove/authored these efforts (beyond a single supporting vote), but no legislation was enacted into law, so CHAMPIONED (+0.75) is the correct outcome rather than FULL or PARTIAL, and stronger than a mere ATTEMPTED. The label is party-neutral: a member of any party who authored a dedicated bill and was lead Senate sponsor of a House-passed bill on the promise's topic would earn the same rating. Third-party trackers (Congress.gov, GovTrack) returned HTTP 403 to automated fetching, but the two official Senate primary sources are authoritative for documenting Padilla's own sponsorship and are internally consistent.
