Independently verified via two live Padilla Senate primary sources. Sen. Alex Padilla is the lead Senate sponsor (co-led with Rand Paul, R-KY) of the bipartisan, bicameral America's CHILDREN Act, reintroduced Sept 2025 to give ~250,000 Documented Dreamers age-out protections and a pathway to permanent residency/citizenship. The Sept 19, 2025 press release independently confirms the genuinely bipartisan cosponsor slate (Republicans Collins, Murkowski, Cramer, Curtis alongside Democrats Durbin, Klobuchar, Coons, King), matching the congress.gov cosponsor list cited in the prior rating. The congress.gov S.2886 page returned HTTP 403 (bot-blocking, not a dead/invented link), but its substance is fully corroborated by the two verified Senate sources, so >=2 real supporting sources stand. Padilla introduced and drove the bill as lead sponsor — beyond a single supporting vote — but it has not been enacted (referred to Judiciary), so this is active leadership short of full fulfillment: CHAMPIONED, not FULL. Party-neutral check: a Republican lead sponsor of an identical bipartisan bill stalled in committee would warrant the same label. Rating stands.
