Joe Neguse is the lead U.S. House sponsor of the Colorado Outdoor Recreation and Economy (CORE) Act, which protects roughly 400,000+ acres of Colorado public land (coreact.org: 'over 400,000'; Sky-Hi News: 'more than 420,000'). He actively drove the effort, passing it through the U.S. House five times with bipartisan support across the 116th and 117th Congresses, but it has repeatedly failed in the Senate and is NOT yet law, so it is not FULL. A related component he championed — the 53,804-acre Camp Hale-Continental Divide National Monument — was protected by President Biden via the Antiquities Act on Oct 12, 2022 after the bill stalled, i.e. a partial, executive-route protection of ~13% of the target acreage. Leading a bill and passing it through one's chamber five times is the textbook definition of championing; the same standard would apply to a sponsor of either party.
