Independently verified against PRIMARY Congress.gov data. HR 459 (117th Congress) is the HUMBLE Act (Halt Unchecked Member Benefits with Lobbying Elimination Act), sponsored/authored by Rep. Angie Craig [D-MN-2], introduced Jan 25, 2021. The bill's summary confirms BOTH halves of the promise: it 'prohibits Members of the House from owning the common stock of any individual corporation' AND 'imposes a permanent ban on lobbying contacts' by former Members/Senators/elected officers (replacing the existing 1-2 year limits). KAAL-TV independently confirms she authored the companion 'No Stock Resolution' in 2022 and has repeatedly reintroduced it as part of an anti-corruption agenda. She is the lead author and driver of the effort, not a single supporting voter, so this exceeds ATTEMPTED.
