Independently verified both primary sources via live fetch. (1) Congress.gov H.R.38 (115th Congress) cosponsors page lists 'Rep. Walberg, Tim [R-MI-7]' with Date Cosponsored 01/13/2017 in the cosponsor table (215 cosponsors total) - so Walberg formally cosponsored the bill, an action beyond a single vote. (2) House Clerk roll call 663 (6-Dec-2017), 'On Passage' of 'H R 38' / 'Concealed Carry Reciprocity Act of 2017,' shows legislator W000798 Walberg (R-MI) voted 'Aye'; the bill passed 231-198. The promise was specifically to cosponsor/support H.R.38, and Walberg did exactly that - both cosponsoring and voting yes. The measure later stalled in the Senate, but that is outside his unilateral control; the committed action (cosponsor + support) was completed 100%.
