GovTrack confirms H.R.4872, the 'Ending Homelessness Act of 2025,' sponsored by Rep. Waters [D-CA43], introduced Aug. 5, 2025, and referred to committee; the same GovTrack record references prior versions across the 114th-118th Congresses. The National Low Income Housing Coalition (loaded live) confirms Waters, as Ranking Member of the House Financial Services Committee, reintroduced the Ending Homelessness Act (H.R.4232) on June 21, 2023. The bill has never been enacted (each version remains referred to committee), so this is not FULL; but she has clearly LED and repeatedly sponsored the effort well beyond a single vote, which is exactly the CHAMPIONED standard.
