Independently verified. Maxine Waters is the lead author and prime sponsor of the Ending Homelessness Act and has reintroduced it across consecutive Congresses. GovTrack confirms H.R.4872, the 'Ending Homelessness Act of 2025,' sponsored by Rep. Waters [D-CA43], introduced Aug. 5, 2025, and referred to committee; the same GovTrack record references prior versions across the 114th-118th Congresses. The National Low Income Housing Coalition (loaded live) confirms Waters, as Ranking Member of the House Financial Services Committee, reintroduced the Ending Homelessness Act (H.R.4232) on June 21, 2023. The bill has never been enacted (each version remains referred to committee), so this is not FULL; but she has clearly LED and repeatedly sponsored the effort well beyond a single vote, which is exactly the CHAMPIONED standard. The rating is applied nonpartisanly: a member of the opposite party who sponsored and reintroduced a signature bill that never passed would receive the same label. Congress.gov URLs are valid but bot-blocked (HTTP 403); facts were corroborated via GovTrack and NLIHC instead.
