Merkley's Senate bill. The bill contains the exact promised elements: extended producer responsibility for packaging, a pause on permits for new plastic-production facilities, and a national beverage-container refund program (confirmed via Merkley's official press release). BillSponsor confirms Huffman as sponsor, an Oct 25, 2023 introduction, referral to subcommittee (Jan 18, 2024), and that the bill NEVER passed either chamber and received no recorded votes; it died in the 118th Congress.
