Virginia Foxx (R-NC-5), as Chair of the House Education and the Workforce Committee, was the LEAD SPONSOR of the A Stronger Workforce for America Act (H.R. 6655), which reauthorizes the Workforce Innovation and Opportunity Act (WIOA). She introduced it 12/07/2023 and drove it to overwhelming House passage on April 9, 2024 by 378-26 (Roll no. 105, 2/3 suspension). It was NOT fully enacted: it went to the Senate, was referred to the HELP Committee, and never became law in the 118th Congress. GovTrack states plainly: 'Died in a previous Congress ... passed by the House on April 9, 2024 but was never passed by the Senate. Although this bill was not enacted...' Leading and passing one's own signature bill through one's chamber, short of enactment, is CHAMPIONED (+0.75), not FULL. The fairness test holds: a member of either party who was lead sponsor, chaired the committee, and passed the bill 378-26 through their chamber before it stalled in the other chamber would receive CHAMPIONED under the same standard.
