Independently verified. GovTrack confirms the primary source record: the 'Healthy Breakfasts Help Kids Learn Act of 2017' (H.R. 3738, 115th Congress) was SPONSORED by Rep. James 'Jim' McGovern [D-MA2] and its status is 'Died in a previous Congress' (introduced Sept. 12, 2017; never became law). The School Nutrition Association independently confirms McGovern introduced it jointly with Rep. Rodney Davis (R-IL), making it genuinely bipartisan, and describes the substance (an added ~6 cents in USDA Foods commodity support per school breakfast served to expand the School Breakfast Program). McGovern was the lead author/sponsor who drove the effort and reintroduced it across Congresses — far beyond a single supporting vote — which is textbook CHAMPIONED (+0.75). It is not FULL because the promise's goal of 'enacting' the bill was never met: every version stalled in committee without becoming law.
