Independently corroborated the prior rating. H.R.4889, the 'Raise the Wage Act of 2023', would raise the federal minimum wage to $17.00/hr (phased over 5 years). It was introduced 07/25/2023 by lead sponsor Rep. Robert 'Bobby' Scott [D-VA3] (NOT Larsen), and Rep. Rick Larsen [D-WA-2] is listed as an ORIGINAL cosponsor. The bill was referred to the House Committee on Education and the Workforce and never received a floor vote or passed the House; the federal minimum wage remains $7.25. Larsen affirmatively signed onto the exact bill that would fulfill the promise (more than a single supporting vote), but he was one of ~150 original cosponsors and did not lead or drive the effort, and it did not land. That is ATTEMPTED (+0.25), not CHAMPIONED (which requires a leading/sponsoring role) and not higher (no enactment). Applying the same standard to a cosponsor of either party yields the same label.
