Independently verified. Rep. Mark Takano (D-CA), then chairman of the House Veterans' Affairs Committee, introduced H.R. 3967, the Honoring our PACT Act, on June 17, 2021 as lead sponsor and publicly called it 'my bill' / 'my Honoring Our PACT Act' (Stars and Stripes). He drove it through the House; it was enacted as the SFC Heath Robinson Honoring our PACT Act, Public Law 117-168, signed August 10, 2022. The law expands VA health care and disability benefits and adds 23 burn-pit/toxic-exposure conditions to VA's list of service presumptions, removing the individual veteran's burden of proving causation (Sen. Moran press office; Wikipedia). The promise to enact this legislation was fully fulfilled AND he championed it, so FULL (+1.0) is correct and the higher, accurate outcome versus CHAMPIONED. Applied nonpartisan standard: any politician who was lead sponsor/committee chairman and saw the exact bill signed into law would earn FULL.
